The talent pool outside Western Europe is enormous and genuinely good. What goes wrong is everything around the code: a brief nobody pinned down, a team you have never met, a timezone where you are asleep, and a payment schedule that puts all the risk on the person who wrote the cheque.
Marketplaces did not fix this. They hand you a filtered list and disappear at the moment the actual work starts. What is missing is not more supply — it is somebody accountable standing between the two sides.
So that is what we sell. Scope written properly. Partners we have actually met. Budget held in escrow. One contract with an EU company, and one person answering for delivery.

No partner receives a client brief before we have reviewed their delivered work, interviewed their leads and agreed terms in writing. The network grows slowly on purpose.
Scope, assumptions, exclusions, acceptance criteria. Verbal understandings are where projects go to die, so we do not rely on them.
Escrow, per milestone, on acceptance. It protects the client from disappearing vendors and the partner from disappearing clients.
